Este trabajo se enmarca en el análisis de políticas públicas y la cuestión ambiental. Se indagará en los modos en los que se ha construido en el último tiempo la cuestión ambiental como tema de agenda desde esta perspectiva, en el contexto argentino. En la literatura existente, se destacan un “ambientalismo social” -vinculado con distintas manifestaciones de la sociedad civil- y otro “estatal” -constituido a partir de la creación de instituciones en el Estado- recién coincidentes a los comienzos de la década actual. Los caminos del denominado ambientalismo social han atravesado momentos diversos desde la década de 1980 hasta la actualidad, cuando encontramos un sinnúmero de posibilidades institucionales, de tratamiento de las problemáticas y de anclaje territorial. Éstos han contribuido a la visibilidad de la problemática y, simultáneamente, a cierta potencial inclusión de la cuestión en la agenda de gobierno. En este escrito, se intentará dar cuenta entonces sobre los elementos que definen la gestión estatal sobre el medio ambiente en Argentina durante el período 2003-2015. Se indagará respecto de cómo se construye la cuestión ambiental en términos de agenda y, luego, en cuanto a la implementación de acciones de políticas públicas, en términos exploratorios. De acuerdo a lo anterior, se analizarán documentos oficiales, normas y artículos periodísticos, por un lado, y por otro, se tomarán en consideración entrevistas no-estructuradas y en profundidad a funcionarios vinculados a espacios estatales orientados a la gestión del ambiente.This work is about public policies analysis and the environmental issue. It is focused on the ways in which the environmental issue has been constructed lately as an agenda item perspective in Argentina. In the existing literature two strands stand out, which just coincided at the beginning of the current decade: the social environmentalism (ambientalismo social), connected with different manifestations of civil society and the state environmentalism (ambientalismo estatal), related to the state institutions.The paths of the so-called social environmentalism have gone through different moments from the 1980s to the present; nowadays it is possible to find a bigger and more varied number of institutional (and not institutional) possibilities and different approaches to tackle the environmental and territorial anchorage problems. All these topics have contributed simultaneously to the visibility of the problem, and its potential inclusion in the government’s agenda. In this paper, we try to analyze the state management of environmental issues in Argentina between 2003 and 2015. We focus our attention on how it is constructed in terms of agenda, and its implementation as a public policy in exploratory terms. Accordingly, we analyze official documents, laws and newspaper articles, and take into consideration in-depth interviews to public workers closely involved in the management of the environment.
